For packets of this description a rate of 3¢ for each weight of four ounces, including the Colonial inland rate, would be a proper and reasonable charge, and we think that in a community so essentially mercantile as that which exists in China and Japan such an arrangement would be found exceedingly convenient. The local regulations to transmission would of course, be necessary to guard against abuse of the privileges by anything being inclosed in these packets not in the strict nature of a Book of Patterns. We propose to restrict this arrangement to Books of Patterns forwarded by Contract Steamers, as the owners of private shipping might object to such packets forming part of the mails which they are required to convey.
